Nationwide plan or nationwide ban? Those LLMs are not scary monsters, and when downloaded locally, they do not "call home". They are data files with coefficients and weights, not very different from CSV files. What makes them run live is separate, open source, software which is American, by the way. You can view its source code. You can install it locally inside the firewall and if you wish, block internet access.
So the question is - as they say in Asia, 可以不可以 ? Can or cannot? Do you dare or not?

In reality, you can choose any of the many free models available, but you can also choose and install locally a model from your own country (French Mistral or US phi4 or US Llama, etc). And run that locally inside the firewall - nothing leaves your corporate network (not now, not later).
